Ministry Official Leaks the News

The Quibbler early this morning that leaked early plans for an announcement that should have been made by the Minister for Magic. It revealed a draft of an action plan drawn up by the Minister's many advisors over a harrowing revelation.
Which Wizard? has it on good authority that it is Muggles who are responsible for the kidnappings that have been occurring over the last two years.
It is reported that the muggle soldier that had been found in the Ministry of Magic earlier this month had given him detailed accounts of kidnappings, providing information that allegedly could not have been discovered otherwise.
There are many holes in the information received, including no names for the potential group responsible, or where Wizards have been taken over the last two years. In addition there was no mention of specifics on how muggles gained access to our world. However it was clear that they did have access, potentially through the use of wizards controlled against their will.
An extract from the letter is as follows:
"The Ministry is putting together strategies for strengthening all magical barriers across the British Isles, reinforcing spells and deterrents and have already launched plans for identification branding in all wands.
"In addition, the Ministry is assured the public that not all muggles are responsible for this outrageous act and that, 'a few bad pumpkins spoiled the patch'. A tame phrase for such barbaric actions. The Ministry hopes to pre-empt any further vigilante attempts by monitoring magical activity for acts of violence against muggles. In addition, counselling, Ministry funded security upgrades and other protection charms will be made available to all in this troubling time."
This letter from a nameless Ministry Official will surely be viewed by thousands as bold as he puts his faith in the hands of the public. It has already been argued that the announcement will cause mass panic, but with talks about to ensue with the Muggle PM, could this be resolved without serious conflict?
